The Learning Lab

SINCE IT’S FOUNDING in the 1980s, the California Firefighter Joint Apprenticeship Committee (Cal-JAC) has supported fire departments in creating pathways to the fire service for underrepresented communities. One of the most standout programs is the Innovation and Recruitment Lab (IRL), formally called the Recruitment Workshop. This unique, one-day experiential conference brings together personnel ranging from labor, management, and HR from departments across California to develop innovative recruitment solutions for the fire service. The lab includes networking opportunities, lightning talks and DEI-focused sessions centering recruitment and retention. Attendees explore innovative ideas, perspectives, and actionable strategies in a collaborative setting.

“We call it a lab because we see it as a place where people can really test out ideas, put things on the table, and put theory into practice,” says Jeanette Plascencia, FCTC Program Director. “We’re really intentional about creating an experience where people have a voice and the freedom to voice different recruitment strategies before they take the ideas to their department.”

IRL features research based and firefighter informed presentations on critical topics, such as bias in the interview process, increasing representation of women in the fire service and improving access for candidates from underrepresented communities.

The event has also included discussions on leveraging social media to reach prospective candidates. From increasing audience engagement to curating targeted content, Cal-JAC staff and firefighters share their successful strategies for connecting with future recruits.

“Some of these topics can be uncomfortable,” says La Sauna Pakeman, Cal-JAC Recruitment Manager. "We wanted to create not only a safe space, but a courageous space, where we can boost awareness, educate one another, and have conversations where we can all grow.”

The Innovation and Recruitment Lab goes beyond a workshop- it's a commitment to building a fire service that truly reflects and includes the communities it serves. Through collaboration, the exchange of proven strategies, and a focus on innovation, Cal-JAC remains a dedicated partner in supporting departments’ recruitment efforts.
